Amends Connecticut General Statutes section 46b-22(a) to authorize justices of the peace from other states to solemnize marriages in Connecticut, effective October 1, 2010.

Permits out-of-state justices of the peace to perform marriages in Connecticut only if that state authorizes Connecticut justices of the peace to legally perform marriages within their jurisdiction.

Maintains existing authorization for Connecticut judges, retired judges, family support magistrates, state referees, justices of the peace appointed in Connecticut, and ordained or licensed clergy to solemnize marriages.

Preserves the validity of all marriages solemnized according to religious denomination forms and usages, including those witnessed by a duly constituted Spiritual Assembly of the Baha'is.
