Expands the scope of Department of Environmental Protection (DEP) permit preliminary review requirement from municipalities to "any person" submitting formal petitions, applications, or requests for permits under general statutes.

Requires the Commissioner of Environmental Protection to conduct a preliminary review within 60 days of receiving a permit application to determine whether it is acceptable for filing, within available appropriations.

Directs the commissioner to notify the applicant of the preliminary review results and permits the commissioner to request additional information from the applicant after notification.

Defines "person" for purposes of the statute to have the same meaning as in section 22a-2.

Effective October 1, 2010.
