Eliminates the "A" endorsement (activity vehicle endorsement) from commercial driver's licenses and class D licenses, effective October 1, 2010.

Retains the "V" endorsement for student transportation vehicles and the "F" endorsement for taxicabs, motor vehicles in livery service, service buses, and motor buses.

Removes "activity vehicle" from the definition of vehicles requiring special endorsements; activity vehicles are no longer separately regulated as a distinct class.

Redefines "carrier" to mean entities transporting students primarily for compensation, removing the separate category for nonprofits providing transportation as an ancillary service to minors.

Updates the definition of "student transportation vehicle" to specifically include transportation to or from school, school programs, or school-sponsored events, removing the reference to special education children.
