Requires drivers' schools to obtain licensing from the Commissioner of Motor Vehicles and subjects applicants to state and national criminal history records checks and state child abuse and neglect registry checks, with denial standards based on section 14-44.

Establishes drivers' school license fees of $350 with annual renewal at the same rate, plus $88 per additional place of business, and imposes a $350 late fee if renewal applications are not received by expiration date.

Mandates driving instructors be fingerprinted and meet good moral character standards including criminal history and child abuse registry checks, with a four-year clean driving record and completion of a 45-clock-hour instructor training course.

Requires instructors to notify the Commissioner within 48 hours of arrest, conviction, or administrative license suspension for misdemeanor, felony, or drug or alcohol-related offenses, and establishes instructor license fees of $50 with $100 for master instructors.

Eliminates classroom-only instructor licenses effective October 1, 2010, though instructors holding such licenses prior to that date may maintain and renew them.
