Requires traffic authorities to designate crosswalks using official traffic control devices, markers, or surface lines, with distinctive markings required for school crosswalks.

Grants pedestrians the right-of-way at marked and unmarked crosswalks when stepping into the crosswalk or already within it, requiring vehicle operators to slow or stop as necessary.

Prohibits vehicle operators from passing other vehicles that have stopped at a crosswalk to allow pedestrian crossing.

Requires all crosswalks designated on or after October 1, 2010 to have distinctive markings, signage, and control signals deemed necessary for safe pedestrian crossing.

Directs the State Traffic Commission and Department of Transportation to develop safety standards for pedestrian crosswalks applicable to all crosswalks, with a phased implementation schedule for existing crosswalks; establishes a $90 fine for violations.
