Establishes a price preference of up to ten percent for veteran-owned businesses in state open market contracts, effective October 1, 2010.

Defines "veteran-owned business" as any business in which at least 51 percent of ownership is held by one or more veterans as defined in section 27-103(a).

Extends the veteran-owned business price preference to public works construction contracts estimated to cost more than $500,000 awarded by the Commissioner of Public Works.

Applies the veteran-owned business price preference to state highway and bridge construction contracts administered by the Department of Transportation.

Reorganizes existing definitions for recycled materials, remanufactured products, and clean alternative fuels in the context of bidding preferences, consolidating them into a single definitions section.
