Repeals and replaces Section 16a-41b of the general statutes, effective July 1, 2010, to restructure the Low-Income Energy Advisory Board's membership and governance.

Removes the Secretary of the Office of Policy and Management, Commissioner of Social Services, and Department of Public Utility Control chairperson as voting members, making them ex-officio members instead.

Establishes annual election of board chairperson and vice-chairperson from among members, replacing the automatic appointment of the Secretary of the Office of Policy and Management as chairperson.

Places the Low-Income Energy Advisory Board administratively within the Office of Policy and Management and removes outdated provisions regarding initial meeting convening and administrative duties.

Retains the board's advisory role on energy-assistance programs, weatherization policies, utility rates, and recommendations to the General Assembly regarding low-income residential energy services.
