Department of Public Utility Control shall require the Energy Conservation Management Board, Renewable Energy Investments Board, and electric distribution companies to establish a program providing financial assistance for energy conservation and load management projects in underserved communities.

Program funding shall equal 3 percent of total moneys collected for the Energy Conservation and Load Management and Renewable Energy Investment Funds under sections 16-245m and 16-245n of the general statutes.

Funding sources include federal American Recovery and Reinvestment Act of 2009 moneys (if available) and the Energy Conservation and Load Management and Renewable Energy Investment Funds.

Program must include a job training component for existing or potential minority business enterprises as defined in section 4a-60g of the general statutes.

Department shall report to the joint standing committee on energy by February 1, 2011, and annually thereafter regarding program implementation; "underserved communities" defined as municipalities meeting criteria in section 32-70(a) of the general statutes.
