Establishes that documents filed with the Department of Public Utility Control are deemed filed upon receipt of a complete electronic or paper version, or when department offices next open if filed outside business hours, provided any required fees are received.

Eliminates requirement for paper copies of electronic filings, except the department may request one paper copy by mail or parties without computer access may request one copy.

Exempts telephone companies whose accounts and operations are required to be audited annually under federal law from Connecticut's annual comprehensive audit requirement, effective October 1, 2010.

Requires the Department of Public Utility Control to specify reasons and explain what additional information will be provided when requiring an additional audit from an otherwise-exempt telephone company.

Section 1 takes effect July 1, 2010; Section 2 takes effect October 1, 2010.
