Requires certified telecommunications providers and companies using North American Number Planning Administration telephone numbers to publish subscriber list information in local telephone directories, effective October 1, 2010.

Allows subscribers to request in writing that their information not be published, and providers must honor such requests.

Mandates providers furnish subscriber list information to directory publishers on a nondiscriminatory basis at prices not exceeding Federal Communications Commission-established levels.

Requires subscriber list information be provided as base file extracts and listing update files no less frequently than once per month.

Does not apply to commercial mobile radio service providers.
