Allows facilities licensed to provide residential care to receive rate increases above the frozen rate period if capital improvements required by the Commissioner of Developmental Services for resident health or safety were completed during fiscal years ending June 30, 2010 or June 30, 2011.

Maintains frozen rates in effect for the period ending June 30, 2009 through June 30, 2011 for private facilities and regional education service center facilities, except for capital improvement exceptions.

Preserves provisions allowing facilities with interim rate status or departmental agreements to receive lower rates for fiscal years ending June 30, 2010 and June 30, 2011.

Becomes effective July 1, 2010 and amends section 17b-244(a) of the Connecticut General Statutes.
