Requires the Secretary of the Office of Policy and Management to transmit monthly position data to the Office of Fiscal Analysis, including positions vacated and filled by each state agency during that month.

Mandates that each budgeted agency's administrative head submit monthly personnel status reports to the Office of Fiscal Analysis that detail positions vacated and filled, in addition to financial and nonappropriated moneys status reports.

Requires personnel status reports to be transmitted to the Secretary of the Office of Policy and Management for review and analysis.

Effective date of July 1, 2010 for amendments to sections 4-66 and 4-77(c) of the general statutes.
