Allows private provider organizations to transfer funds among line items in their approved operating budgets without prior agency approval when state agencies reduce purchase of service contracts by 5% or more in any fiscal year.

The amount that may be transferred is limited to the aggregate total of the contract reduction.

All fund transfers must be reported to the state agency no later than 30 days after the transfer or transfers occur.

Takes effect on July 1, 2010.
