State Comptroller, legislative Office of Fiscal Analysis director, and Secretary of Office of Policy and Management must jointly develop a plan by January 1, 2011 to enhance CORE-CT system capacity to categorize state expenditures, contracts, projects, and employees by budgeted programs.

Secretary of Office of Policy and Management must provide electronic versions of all CORE-CT data used to prepare budget documents to the Office of Fiscal Analysis.

Commissioner of Revenue Services must conduct economic impact studies for community development tax credit investments to determine if actual state revenue equals estimated revenue, with authority to revoke certificates of eligibility if revenue falls short; studies and findings must be reported to relevant legislative committees.

Secretary of Office of Policy and Management must transmit monthly to Office of Fiscal Analysis: position data (vacancies and fills), bond project reports, and reports on federal funding availability and application status.

Commissioner of Revenue Services must submit monthly sales and use tax reports to Office of Fiscal Analysis, and budgeted agencies must submit monthly financial, personnel, and nonappropriated moneys status reports to Office of Fiscal Analysis.
