Secretary of the Office of Policy and Management shall review processes for distributing all current state grants, with assistance from a CONNSTEP or Labor Department facilitator, to identify opportunities for streamlining and cost savings.

Review shall examine each grant distribution process from start to finish and analyze methods to consolidate steps, reduce employee workload, and decrease processing times.

Secretary must submit findings and recommendations to each relevant agency by January 1, 2011, with agency heads implementing recommendations by March 1, 2011 and tracking processing times and grant volume statistics.

Secretary shall report to the joint standing committee on government administration by January 1, 2012, including review findings, implemented recommendations, grant processing statistics, and any changes in processing times.

Effective upon passage.
