Requires registrars of voters to conduct audits of votes recorded in at least 10% of voting districts for federal, state, and municipal elections and primaries, with audits occurring between the 15th day after an election and two business days before the official canvass of votes.

Changes audit terminology from "manual audit" to "audit" and requires the use of a different voting tabulator and memory card than those used on election day to tabulate paper ballots for comparison with electronic vote totals.

Mandates that the University of Connecticut analyze audit results and report any discrepancies to the Secretary of the State, who forwards the report to the State Elections Enforcement Commission.

Allows the Secretary of the State to order a discrepancy recanvass if vote total differences exceed one-half of one percent and the margin of victory in a race is less than the discrepancy multiplied by the total number of voting districts where that race appeared.

Requires the Secretary of the State to have access to voting tabulator code whenever problems are discovered through the audit, and permits extended storage of voting tabulators when ordered by courts or state officials for investigation purposes.
