Requires public agency minutes to be posted on the agency's Internet web site not later than 14 days after the session, with a transition period allowing municipal agencies to delay compliance until January 1, 2012 upon filing notices with the town clerk or Freedom of Information Commission.

Mandates that votes of public agency members be made available for public inspection not later than 48 hours after the vote and recorded in meeting minutes available within 7 days of the session.

Allows municipalities to post legal notices and bid solicitations on their Internet web sites in lieu of publishing them in daily or weekly newspapers, effective October 1, 2010.

Permits the Freedom of Information Commission to dismiss appeals concerning failure to post minutes on a web site if the agency has complied with filing and inspection requirements.

Amends the Freedom of Information Commission's appeal process to allow expedited preliminary hearings within 72 hours for appeals challenging executive session decisions or practices.
