Requires Connecticut's Medicaid state plan to provide the maximum community spouse protected amount to spouses of institutionalized persons applying for Medicaid, as determined under federal law (42 USC 1396r-5)

Directs the Commissioner of Social Services to amend the Medicaid state plan to exclude funds from reverse annuity mortgages or home equity conversion loans from income and asset calculations for Medicaid eligibility

Limits the home equity conversion loan exemption to funds held in a separate account containing no other funds and prohibits transfer of such funds to another person for less than fair market value

Requires the Commissioner to adopt implementing regulations in accordance with Connecticut's administrative procedures

Effective upon passage, signed into law May 27, 2010
