Increases the minimum weekly work requirement for probate judges to qualify for health insurance benefits from 20 hours to 40 hours per week, on average, on a quarterly basis.

Requires probate judges to certify their work hours on forms provided by the Probate Court Administrator and file certification by the 15th day of April, July, October, and January for the preceding calendar quarter.

Maintains that the Probate Court Administration Fund pays up to 100% of individual health insurance premiums and up to 50% of additional costs for different coverage forms, with judges or employees paying the remainder to the State Treasurer.

Applies effective January 5, 2011.
