Requires the Commissioner of Correction to review all programs administered by the Department of Correction effective July 1, 2010.

Commissioner must evaluate the cost-effectiveness and benefits of Department programs and assign priority levels for continued funding.

Commissioner shall submit findings and recommendations to the joint standing committee on appropriations no later than January 1, 2011, and annually thereafter.
