State Board of Education must hold public hearings at least 30 days before voting to close or suspend any regional vocational-technical school for more than six months, and must develop a comprehensive plan including reasons, costs, student/staff transitions, and facility use.

State Board of Education must provide transportation at state expense for students whose vocational-technical schools are closed or suspended to other regional vocational-technical schools.

State Board of Education expanded from 11 members to 13 members effective July 1, 2010, with at least two members having experience in manufacturing, trades, or regional vocational-technical schools, and at least one with agriculture experience effective April 1, 2011.

Regional vocational-technical school system established as a separate budgeted agency from the Department of Education effective fiscal year 2011, with superintendent required to biannually submit operating budgets for each school to state officials and the legislature.

State Board of Education must inspect and replace school buses in the vocational-technical system that are 12 years or older or have been subject to out-of-service orders for two consecutive years for the same reason.
