Establishes the Department of Education as the lead agency for school readiness programs and requires development of standards for staff qualifications, curriculum, parent involvement, and staff training in consultation with the Commissioners of Higher Education and Social Services.

Sets staff qualification requirements prior to July 1, 2015: at least a childhood development associate credential with 12+ credits in early childhood education, an associate's degree with 12+ credits, a four-year degree with 12+ credits, or certification under section 10-145b with early childhood education endorsement.

Requires on and after July 1, 2015 that at least 50% of teachers hold a bachelor's degree or early childhood education certification, remaining teachers hold an associate degree, and all teachers complete approved programs of study other than teacher preparation programs.

Directs the Department of Higher Education to develop a plan by February 1, 2011 (and annually through 2015) for meeting higher education requirements for early childhood education staff qualifications.

Allows unexpended funds from appropriations to support local school readiness programs in meeting staff qualification requirements by assisting staff with costs of associate's or bachelor's degree coursework.
