Public Utilities Control Authority chairperson must submit draft water regulations to the Commissioner of Public Health, Commissioner of Environmental Protection, and Water Planning Council for review and comment before adopting them.

All reviewing parties have 45 days after receipt to submit concerns or potential conflicts to the originating agency, which must review and respond to these concerns before publishing a notice of intent to adopt the regulations.

Establishes a coordinated inter-agency review process for water-related regulations effective from passage of the act.
