Commissioners of Transportation and Motor Vehicles must submit a report by January 1, 2011, to the joint standing committee on environment regarding regulation of junkyards and motor vehicle recycler's yards.

Report must analyze whether current regulations adequately protect the environment and public health at junkyards and motor vehicle recycler's yards.

Report must include recommendations to improve compliance with existing regulations, including methods to strengthen and expedite enforcement actions against noncompliant facilities.

Report must recommend whether regulation of junkyards and motor vehicle recycler's yards should be transferred to the Department of Environmental Protection.
