Increases state bond authorization for environmental projects from $1.066 billion to $1.116 billion, with $90 million effective July 1, 2010, and increases revenue bond authorization from $1.913 billion to $1.983 billion, with $150 million effective July 1, 2010.

Establishes a $15 annual renewal fee for Long Island Sound and greenways commemorative license plates, with $10 per plate dedicated to habitat restoration matching fund and $5 to Department of Motor Vehicles administrative costs.

Creates a Conservation Fund with separate nonlapsing subaccounts for wildlife conservation, greenways, habitat restoration matching fund, maintenance and repairs, and general conservation purposes to receive fees and donations.

Modifies Clean Water Fund project financing to change "nitrogen removal" to "nutrients removal" and updates eligibility dates to July 1, 2010 for municipalities receiving state grants and loans for water quality projects.

Authorizes the Commissioner of Environmental Protection to obtain sustainable forestry certifications for state woodlands using private donations and establishes a timber harvesting revolving fund on October 1, 2010 to fund forest management plans with proceeds from timber sales.
