Authorizes the Commissioner of Administrative Services to join with federal agencies, other state governments, political subdivisions, and nonprofit organizations in cooperative purchasing plans when beneficial to the state.

Allows the state to purchase equipment, supplies, materials, and services from vendors holding contracts with other state governments, political subdivisions, nonprofit organizations, or public purchasing consortia under those contracts' terms.

Requires the Commissioner of Administrative Services to work with the Department of Environmental Protection to inform municipal chief executives about cooperative purchasing plans for recycled paper.

Takes effect upon passage and amends Connecticut General Statutes Section 4a-53.
