Authorizes the Commissioner of Economic and Community Development to designate one additional enterprise zone on or after October 1, 2010, in a municipality with a population of less than 50,000 that has experienced plant closures.

Defines "plant closure" for purposes of the new designation as a reduction or transfer in civilian employment exceeding 800 persons occurring between July 1, 2009, and July 1, 2010, with figures certified by the Labor Department.

Allows census tracts containing closed plants to be designated as enterprise zones without meeting standard eligibility criteria, while tracts elsewhere in the municipality must meet existing eligibility requirements.

Maintains the existing prohibition on approving more than one enterprise zone per municipality.

Becomes effective July 1, 2010, and amends section 32-70(c) of the Connecticut General Statutes.
