Commissioner of Agriculture must submit a report to the joint standing committee on environment by January 1, 2011 regarding the adequacy of section 22-354 of the general statutes in limiting importation of sick puppies into the state.

Report must assess the effectiveness of certificates of origin in limiting dog imports from puppy mills and informing pet shop purchasers about puppy mill sources.

Report must include information on sources other than puppy mills from which sick dogs are imported into the state.

Report must include recommendations to expand enforcement authority of the Commissioner of Agriculture or other state departments and agencies to minimize importation of sick dogs.
