Establishes an integrated behavioral health service system called the Behavioral Health Partnership under the joint oversight of the Commissioners of Social Services, Children and Families, and Mental Health and Addiction Services for HUSKY Plan Parts A and B members and other eligible populations.

Seeks to increase access to quality behavioral health services by expanding community-based services, maximizing federal revenue, reducing unnecessary institutional care, capturing enhanced federal revenues and savings, improving administrative efficiency, and monitoring individual and provider outcomes.

Requires the three departments to designate directors for the Behavioral Health Partnership and contract with one or more administrative services organizations to provide clinical management, provider network development, and related administrative services.

Establishes a Behavioral Health Partnership Oversight Council with members appointed by legislative leaders and the Governor to advise on planning and implementation, review administrative contracts, and oversee service delivery and outcomes reporting.

Requires the departments to develop consumer and provider appeal procedures with timeframes for decisions (hearing within 30 days, decision within 45 days) and submit all rate proposals to the Oversight Council for review before implementation.
