Requires the Commissioner of Motor Vehicles to mandate retraining program attendance for drivers age 24 or under convicted of two or more moving or suspension violations, or drivers over 24 with three or more such violations.

Retraining program must cover motor vehicle operation principles, address aggressive driving attitudes, and emphasize safe driving behavior, effective October 1, 2010.

Allows licensed drivers' schools that meet licensure requirements under state law to offer the retraining program in addition to the Department of Motor Vehicles.

Establishes a maximum fee of $60 for program attendance, with the Commissioner authorized to retain up to $10 per fee for program implementation costs after approval by the Secretary of the Office of Policy and Management.

Permits license suspension for operators who fail to attend or complete the required retraining program, with hearings limited to claims of impossibility to attend or proof of mistaken identity.
