Commissioner of Motor Vehicles shall conduct a pilot program in three municipalities, in cooperation with their police departments, to enforce handicapped parking laws using civilian volunteers.

Three municipalities will be selected based on population criteria: one with fewer than 20,000 residents, one with 20,000-50,000 residents, and one with more than 50,000 residents.

Police chiefs shall select civilian volunteers from municipality residents with approval from the legislative body.

Department of Motor Vehicles must submit a report by January 1, 2012 to the joint standing committee on motor vehicles detailing participation numbers and violations cited under state statute section 14-253a and municipal ordinances.

Pilot program becomes effective January 1, 2011.
