State agency employees operating transport vehicles must hold a valid motor vehicle operator's license appropriate for the vehicle type and have no moving violations or suspension violations in the prior one year.

State agencies must conduct annual reviews of their transport vehicle operators' driving records to ensure compliance with licensing and violation requirements.

Transport vehicle operators must receive written training on proper procedures for fastening and unfastening seat safety belts for persons with disabilities, including wheelchair users, and must demonstrate competency before transporting such individuals.

The Departments of Developmental Services, Transportation, and Motor Vehicles shall conduct a pilot program testing interagency cost sharing for employee license checks involving 50 employees, with results reported to the General Assembly by June 30, 2011.

The act becomes effective October 1, 2010.
