Department of Transportation must review, circulate, publish, and hold a public hearing on environmental impact evaluations for state-owned airport development projects, then submit all comments and responses to the Office of Policy and Management within 30 days.

Office of Policy and Management must review the environmental impact evaluation, comments, and responses within 30 days and make a determination under section 22a-1e of the general statutes.

Performance of an environmental impact evaluation by a contractor retained by a private nonstate entity shall not be considered when determining compliance with Connecticut's environmental impact evaluation requirements.

State departments, institutions, and agencies may contract with persons to prepare environmental impact evaluations provided they guide the preparation, participate in it, and independently review it before submission for public comment.

Third parties responsible for the activities being evaluated may not be parties to the preparation contract, but may be required to remit fees to cover the cost of hiring someone to prepare the evaluation.
