Changes the language in section 4a-100(i) from "not issue or renew" to "deny" a prequalification certificate to contractors or substantial subcontractors meeting certain disqualification criteria.

Adds a new ground for denial: contractors or substantial subcontractors who have submitted four or more written evaluations determined to be unsatisfactory within the preceding three years.

Expands liability protections in section 4a-101(e) to include "persons" completing evaluation forms and extends protection to substantial subcontractors, maintaining the requirement that agencies acted in a willful, wanton, or reckless manner to be liable.

Effective date is October 1, 2010.
