Revises Connecticut Resources Recovery Authority (CRRA) board composition to add requirements that appointees include representatives with expertise in environmental and public health fields, and representatives of community and civic organizations, effective July 1, 2010.

Changes terminology for facility representatives from "ad hoc members" to "municipal resident members" and expands their voting rights to cover all matters rather than only facility-specific matters.

Expands environmental justice requirements to apply to permit applications before the Department of Public Utility Control and Department of Economic and Community Development, in addition to existing Department of Environmental Protection and Connecticut Siting Council applications, effective October 1, 2010.

Requires applicants proposing affecting facilities in environmental justice communities to negotiate community environmental benefit agreements with municipal chief elected officials, rather than merely consulting to evaluate the need for such agreements.

Increases newspaper advertisement requirements for public meetings from a minimum one-quarter page to full-page specifications with 20-point font headlines and 12-point font for remaining text.
