Establishes the Health and Human Services Consolidation Steering Committee to develop a five-year plan consolidating the Departments of Public Health, Developmental Services, Children and Families, Mental Health and Addiction Services, and Social Services into a single Department of Human Services.

Committee membership includes the five departmental commissioners (or designees) and the Chief Child Protection Attorney, with the first meeting required within 60 days of enactment.

Consolidation plan must transfer all affected state employees without layoffs and ensure no existing programs are eliminated.

Committee must submit annual reports starting January 1, 2011, with final recommendations due by January 1, 2015, including necessary legislation for each consolidation phase.

Extends the janitorial work pilot program for persons with disabilities and disadvantages from four years to seven years, maintaining the requirement of 60 full-time jobs and $3 million in contracted janitorial services.
