Repeals and replaces Section 10-10a to expand the state-wide public school information system with new functions including tracking high school student performance in postsecondary education, assigning unique identifiers to educators and educator preparation programs, and collecting student transcript information by July 1, 2012.

Requires all local and regional boards of education to incorporate student academic growth data and indicators as a significant factor in teacher evaluation programs, effective July 1, 2011.

Directs the State Board of Education to develop model teacher evaluation program guidelines in consultation with a new Performance Evaluation Advisory Council, including methods for measuring student academic growth and minimum requirements for evaluation instruments.

Establishes a Performance Evaluation Advisory Council within the Department of Education with representatives from boards of education, superintendent associations, teachers' unions, and education experts to assist in developing model evaluation programs and defining terms like "effective teacher" and "student academic growth."

Effective date of July 1, 2010 for all provisions amending teacher evaluation requirements and establishing the advisory council.
