Allows local or regional boards of education to establish parent teacher advisory councils for individual schools, effective July 1, 2010.

Parent teacher advisory councils consist of 7 parent/guardian voting members, 5 certified teacher voting members, 1 non-school-employed certified administrator voting member, and 2 non-voting student members for middle and high schools.

Councils shall review school budgets, advise on annual school plans, participate in hiring school principals or administrators, and advise on major school policy matters.

Requires parent teacher advisory councils and district-wide parent teacher advisory councils to be established in schools and school districts designated as low achieving under No Child Left Behind Act requirements, effective July 1, 2010.

Prohibits advisory councils from participating in or advising on personnel matters such as suspension, termination, or disciplinary actions, except for the principal hiring process.
