Allows the Commissioner of Education to reconstitute local or regional boards of education for school districts designated as low achieving, notwithstanding provisions of chapter 146, any special act, charter, or ordinance, effective July 1, 2010.

Requires schools in need of improvement under the No Child Left Behind Act to be monitored for adequate yearly progress and subjected to rewards and consequences as defined in a state accountability plan.

Authorizes the State Board of Education to take corrective actions for low achieving schools and districts, including conducting audits, directing teacher transfers, requiring curriculum implementation, establishing charter schools, and assigning technical assistance teams.

Permits the Comptroller to withhold grant funds from towns with low-performing school districts and transfer those funds to the Department of Education to implement improvement directives.

Clarifies that members of boards of education remain elected officers unless otherwise provided by special act or charter, consistent with other town officials subject to election requirements.
