Amends section 32-1c(a) of the general statutes to add two new powers and duties for the Commissioner of Economic and Community Development, effective July 1, 2010.

Adds duty to provide adequate staff to implement a team-based approach to cluster-based initiatives.

Adds duty to enhance and promote the digital media and motion picture industries in the state.

Renumbers the existing duty regarding digital media and motion picture industries from subsection (26) to subsection (27) to accommodate the new cluster-based initiatives provision.
