Reduces the enhanced penalty zone from 1,500 feet to 200 feet of the perimeter for schools, day care centers, and public housing projects where drug violations trigger increased sentences.

Limits enhanced penalties for school-based offenses to regular school hours or school-sponsored activities where students are present, rather than applying penalties at all times.

Requires child day care centers to be identified by a conspicuous sign and limits enhanced penalties to the center's operating hours.

Makes mandatory minimum sentences discretionary for most enhanced penalty violations, allowing judges to impose sentences that are consecutive to base sentences without requiring they be non-suspendable.

Effective October 1, 2010, the act applies to violations of sections 21a-267, 21a-278a, and 21a-279 of Connecticut's controlled substance statutes.
