Requires the council to consider public safety issues prior to issuing certificates for energy facilities described in specific subdivisions.

Adds requirement that municipalities be notified of telecommunications tower applications and may provide location preferences within thirty days; allows council to consider regional preferences from neighboring municipalities.

Establishes presumption that placing overhead transmission lines of 345 kilovolts or more adjacent to residential areas, schools, child care facilities, youth camps, or playgrounds is inconsistent with state purposes unless applicant demonstrates burying the line is technologically infeasible.
