SB 462 Summary

• Assigns Department of Public Utility Control responsibility for coordinating all state safety programs related to power plant operations, effective October 1, 2010.

• Requires Connecticut Siting Council and Departments of Public Safety, Emergency Management, and Homeland Security to conduct quarterly meetings to discuss and develop resolutions for power plant safety issues.

• Establishes gas pipeline safety authority within Department of Public Utility Control to oversee natural gas use at power plants and prohibits using natural gas to clean or blow natural gas lines at such facilities.

• Requires applicants for natural gas power plants to demonstrate that safety features will operate as designed in a two-phase certification process (construction phase and operation phase).

• Mandates the Commissioner of Consumer Protection issue licenses to power generation plant operators after examining their technical knowledge, effective October 1, 2010.
