Repeals and replaces Section 4-28 of the general statutes, effective October 1, 2010, to modernize provisions governing the state's receipt and administration of federal funds.

Designates the Governor as the administrative agent to apply for federal funds for state institutions, University of Connecticut, and other authorized purposes, with the Treasurer receiving and holding such funds separately from state funds.

Authorizes the Governor to designate state commissioners, officers, or agencies to apply for, accept, and expend federally-allocated funds and to establish state-wide plans required as conditions for receiving federal funds.

Requires state agencies to submit copies or summaries of federal fund applications to the joint standing committee on appropriations and budgets through the Office of Fiscal Analysis prior to federal submission, excluding research grants to educational institutions.

Allows the Governor to designate waste treatment management planning areas and representative organizations under the federal Water Pollution Control Act, with those organizations required to submit semi-annual activity reports to the Governor and Legislative Committee on State Planning and Development.
