Establishes the Lean Government Steering Committee to develop and implement lean techniques (process improvement methods focused on customer service, employee involvement, rapid implementation, and complexity reduction) in state agencies

Governor appoints five business community members with lean experience: one each from banking, service, manufacturing, and healthcare sectors, plus one member from a collective bargaining unit; Connecticut Center for Advanced Technology serves as nonvoting member

Committee must be fully appointed within 30 days and hold first meeting within 30 days; Secretary of Office of Policy and Management serves as chairperson

Connecticut Center for Advanced Technology assists committee in developing implementation plan including which agencies should prioritize lean techniques, which processes to improve, implementation methods, and measurable goals

Committee must submit findings and recommendations report to Governor, legislative leadership, and joint standing committee on government administration within 60 days of effective date

Allocates $100,000 from existing state appropriation to Connecticut Center for Advanced Technology for fiscal year ending June 30, 2011 to support committee operations
