Repeals and replaces Section 3-21d of the general statutes, effective October 1, 2010.

Requires chief administrative officers to file reports with the State Bond Commission within 90 days of completing public works construction projects costing more than $10,000 that receive bond funding.

Reports must include the estimated or actual project cost, any retainage amounts and reasons, and the amount of unexpended bond proceeds.

Allows unexpended bond proceeds to be transferred per existing procedures or authorized for emergency purposes, or referred to the General Assembly if recommended.

Requires annual reporting to joint standing committee cochairpersons on finance, revenue and bonding regarding all reported projects, in accordance with section 11-4a.
