Establishes the Commission on Enhancing Agency Outcomes to identify functional overlaps and redundancies among state agencies and recommend ways to reduce costs and improve state services.

Composition includes chairpersons and ranking members of relevant General Assembly committees, the Secretary of the Office of Policy and Management, and members appointed by legislative leadership, with no compensation for service.

Commission members shall be appointed within seven days of the effective date, with the first meeting scheduled within fourteen days, and the Legislative Program Review and Investigations Committee shall provide administrative assistance.

Requires agency heads and commissioners to provide testimony, data, and materials requested by the commission for its review and deliberations.

Commission must submit an initial report by February 1, 2010, a full report by December 31, 2010, and an additional report by December 31, 2011, then terminates on December 31, 2011.
