Allows state contracting agencies to permit bidders to adjust their bids downward by deducting estimated Connecticut state income taxes (at 5% rate) that would be paid by employees directly assigned to the project.

Requires state contracting agencies to adjust final contract payments if actual aggregate employee salaries are less than projected, reducing payments by the difference in estimated income taxes.

Mandates state contracting agencies to verify actual employee counts employed on adjusted-bid contracts annually (for contracts over one year) or prior to final payment (for contracts under one year).

Extends the janitorial work pilot program for persons with disabilities and disadvantages from four years to seven years, maintaining the goal of creating at least 60 full-time jobs with a minimum market value of $3 million.

Effective dates: October 1, 2010 for sections 1-3 (bid adjustment provisions); immediately upon passage for section 4 (pilot program extension).
