Allows private service providers to adjust budget expenditures equal to any state funding reduction of 3% or more during a fiscal year without agency approval, for contracts entered after July 1, 2010.

Extends the janitorial work pilot program for persons with disabilities and disadvantages from 4 years to 7 years, requiring creation of at least 60 full-time jobs at standard wages with a total market value of at least $3 million across four identified projects.

Expands contractor prequalification denial criteria to include contractors who received four or more unsatisfactory written evaluations within the past three years, in addition to existing disqualification grounds.

Includes Department of Transportation highway and bridge projects within the prequalification requirements for state contracting, changing "except" to "including" for DOT projects.

Adds Commissioner of Transportation to required notice recipients when prequalification certificates are revoked, disqualified, reduced, or reinstated.
