Adds a new exception (subparagraph B) allowing uninsured and underinsured motorist coverage when a named insured or household relative is struck by their own vehicle operated without authorization, if the vehicle is insured and the unauthorized operator lacks adequate liability coverage.

Requires police notification within 72 hours and cooperation with police investigation as potential conditions for coverage under the new unauthorized operation exception.

Clarifies that uninsured and underinsured motorist coverage applies to bodily injury including death resulting therefrom, and extends to insured vehicles where the insurer becomes insolvent.

Maintains existing requirements that insurers offer coverage limits up to twice the bodily injury limits, with written informed consent forms required for any reduction below the liability limits purchased.

Takes effect October 1, 2010, and amends Connecticut General Statutes Section 38a-336.
